Peking made claims to the islands a few years ago. Early this month the Foreign Ministry declared the Paracels, in Chinese the Hsishas,‘Chinese territory. Several days later a small band of Chinese, apparently fishermen, landed on Robert Island. They were chased off last Friday by about 30 South Vietnamese Navy commandos, the Saigon military spokesman said.
