Jiaojiang District is on the central coast of Zhejiang Province and historically was called Haimen. In 1981 the county-level Jiaojiang Municipality was set up, which was the first county-level city. In 1994 Taizhou changed the prefecture into a municipality, and Jiaojiang became the district of Taizhou, where the Taizhou Municipal People’s Government was located. The whole district had a rural population of 340,000 and 275 administrative villages.
